Rajamangala University of Technology Lanna (RMUTL) promotes low-carbon development through research-based community standards, energy consumption assessment, carbon emission calculation, and environmentally responsible resource management.

A significant contribution is the university’s publication, “Standards for Defining Low-Carbon Community Areas,” developed to provide practical guidance for assessing community energy consumption, calculating carbon dioxide emissions, and implementing carbon reduction activities, particularly in highland communities surrounding Royal Project Development Centers.

The publication was prepared in 2019 and made available through RMUTL’s community knowledge repository in November 2023. Its content was subsequently featured in the university’s sustainability reporting in 2024.

These initiatives demonstrate RMUTL’s contribution to reducing community dependence on carbon-intensive practices and promoting environmentally responsible development. However, the reviewed documents do not establish a formal university policy requiring divestment from coal, oil, or other carbon-intensive energy industries.

1. Development of Low-Carbon Community Standards

RMUTL contributed to the development of technical guidance for establishing low-carbon community areas through the publication Standards for Defining Low-Carbon Community Areas.

The publication was developed through the university’s Royal Project Foundation Support Unit and academic cooperation involving RMUTL and King Mongkut’s University of Technology Thonburi.

The guidance provides a framework for communities and development organizations seeking to understand and reduce the environmental impacts of energy consumption and greenhouse gas emissions.

Its principal components include:

Establishing Low-Carbon Community Standards: Providing guidance for defining community areas that seek to minimize carbon emissions and improve environmental performance.

Promoting Sustainable Highland Communities: Introducing approaches suitable for highland settlements where energy use, agricultural activities, natural resource management, and local livelihoods are interconnected.

Developing Community Assessment Procedures: Explaining processes for identifying relevant conditions, assessing environmental performance, and supporting the development of low-carbon community initiatives.

Calculating Carbon Dioxide Emissions: Introducing methods for estimating carbon dioxide emissions to inform community environmental management and emission reduction planning.

Assessing Community Energy Consumption: Providing approaches to examine energy use and identify opportunities for more efficient resource management.

Implementing Carbon Reduction Activities: Presenting practical measures and example activities that communities can apply to reduce carbon emissions.

These components connect technical assessment with community development and provide educational resources for local organizations seeking to improve energy and environmental management.

2. Supporting Low-Carbon Development in Highland Communities

The university’s guidance focuses particularly on communities surrounding Royal Project Development Centers.

These communities face interconnected challenges involving natural resource use, agricultural production, energy consumption, and the protection of sensitive environments.

RMUTL’s low-carbon community framework supports the identification of local environmental challenges and the development of practical approaches for reducing carbon emissions.

The framework emphasizes the importance of understanding community energy use before identifying appropriate interventions.

By introducing methods for calculating emissions and examining energy consumption, the publication provides communities and development partners with a foundation for evidence-informed environmental planning.

It also includes examples of activities that may be adapted to local conditions.

3. Community-Based Carbon Management and Energy Transition

The low-carbon community standards support a broader approach to carbon management involving community participation, resource efficiency, and practical changes in local activities.

The guidance encourages communities to consider how energy consumption and everyday practices contribute to carbon emissions.

It also provides information relevant to identifying potential emission reduction opportunities.

Such approaches can support improved environmental awareness and the gradual adoption of more efficient resource-use practices.

Through the development and dissemination of technical guidance, RMUTL contributes educational and research-based resources that can help communities and local development organizations pursue lower-carbon development pathways.

4. Relationship to Institutional Energy and Investment Policies

RMUTL’s low-carbon community initiatives demonstrate institutional engagement in environmentally responsible development and the reduction of carbon-intensive practices.

The university has also adopted measures supporting energy-efficient infrastructure, including its Building Renovation and Energy Conservation Construction Policy in April 2025.

Together, these activities reflect RMUTL’s commitment to energy efficiency, environmental management, and the promotion of lower-carbon approaches.

However, a policy supporting low-carbon communities is different from an institutional investment divestment policy.

A divestment policy specifically addresses institutional financial investments in carbon-intensive energy industries, including coal and oil.

The reviewed low-carbon community standards and building efficiency policies do not establish requirements to withdraw, restrict, or avoid such investments.

Accordingly, these initiatives should be understood as contributions to low-carbon development and responsible energy management rather than evidence of an adopted fossil-fuel divestment policy.

5. Institutional Contributions and Potential Impacts

RMUTL’s work on low-carbon community standards makes several contributions to environmental and community development.

Technical Guidance for Communities: The university provides a structured resource for understanding low-carbon community standards and assessment procedures.

Carbon Emission Assessment: The publication introduces methods for calculating carbon dioxide emissions and examining community energy consumption.

Community Environmental Management: The guidance supports the identification of activities that can reduce environmental impacts and improve resource efficiency.

Knowledge Transfer and Capacity Building: The resource enables researchers, community development organizations, and local stakeholders to access technical knowledge relevant to lower-carbon development.

Foundations for Future Institutional Action: The university’s low-carbon research and energy efficiency measures provide a basis for broader discussions on responsible resource use and sustainable financial governance.

The documented output is the development and dissemination of technical guidance for low-carbon community assessment and management.

Its potential long-term benefits include improved community energy awareness, stronger environmental planning capacity, and support for locally appropriate emission reduction activities.

6. Summary of Activities and Impacts

Activity / Event Promoted Theme Stakeholders / Participants Timeframe / The Impact
Development of Standards for Defining Low-Carbon Community Areas Low-carbon community standards and environmental management RMUTL Royal Project Foundation Support Unit, academic collaborators, and community development stakeholders 2019 — Produced technical guidance for low-carbon community development
Publication through RMUTL Community Knowledge Repository Community energy assessment, carbon emission calculations, and knowledge dissemination RMUTL, local development organizations, researchers, and community learners November 2023 — Made technical guidance accessible for community learning and environmental planning
Promotion of Low-Carbon Community Standards Carbon reduction, resource efficiency, and sustainable highland development RMUTL researchers, Royal Project-related community networks, and local stakeholders 2024 — Disseminated the institutional contribution to low-carbon community standards
Building Renovation and Energy Conservation Construction Policy Energy-efficient infrastructure and environmentally responsible development RMUTL administration and all campuses April 2025 — Established a formal institutional building energy efficiency policy; not a fossil-fuel divestment policy
Institutional Fossil-Fuel Divestment Policy Withdrawal or restriction of investments in coal, oil, and other carbon-intensive energy industries University governing and financial authorities January 2025–March 2026 — A formal divestment policy is currently under development.

7. Overall Institutional Contribution

RMUTL has contributed to low-carbon development through technical guidance, community energy assessment methods, and research-based approaches to carbon emission reduction.

The publication Standards for Defining Low-Carbon Community Areas provides a practical framework for understanding community energy consumption, calculating carbon emissions, and identifying environmental improvement activities.

These contributions support community-level capacity building and the dissemination of knowledge relevant to lower-carbon development.

The university’s subsequent energy-efficient building policy further demonstrates attention to responsible energy management within its institutional operations.

However, these activities address operational energy use and community environmental management rather than the financial divestment of investments in carbon-intensive energy industries.

A separately approved investment policy would therefore be required to demonstrate a formal institutional commitment to fossil-fuel divestment.
