Section 1, General Provisions, Article 7 outlines the following key moral principles:

Recruitment and Appointment: The selection of individuals for various positions must consider knowledge, abilities, equity, and fairness, while prioritizing the interests of the public sector.

Human Resource Management: All management decisions must emphasize effectiveness, efficiency, and the nature of work, without engaging in any form of unfair discrimination.

Performance Assessment and Promotion: Evaluations, promotions, and other benefits must be conducted fairly and transparently, based on performance, potential, and ethical conduct.

In line with its ongoing commitment to fair and transparent human resource management, the university has established a Human Resources Committee that meets monthly to review and approve matters such as appointments, promotions for support staff, transfers, wage adjustments, and related personnel policies.
