Access to University – Tracking Applications of Underrepresented Groups

RMUTL fully embraces this responsibility by implementing comprehensive tracking mechanisms that record, assess, and support students who may require additional assistance. Through the Division of Student Development (DSD) and its Disability Support and Services (DSS) Center, the university ensures that data on access, retention, and academic success for these groups are collected and reviewed regularly.

By embedding data-driven inclusivity into the admissions process, RMUTL guarantees that every applicant—particularly students with disabilities—receives equitable consideration and personalized support from the point of application through graduation.

RMUTL’s admissions and student development units have developed a clear and structured system to track and support applications from underrepresented groups, with particular emphasis on students with disabilities.

Pre-Admission Identification and Support Survey

From the beginning of the admissions process, RMUTL actively identifies applicants who may require special assistance. When students apply for admission through the university’s registration portal, the Office of the Registrar provides a survey form that asks applicants whether they have a disability or impairment and whether they need any special accommodations during the entrance examination.
Applicants may indicate needs such as:

  • Assistance entering the examination venue
  • Extended test time or alternative formats
  • The presence of a reader, sign language interpreter, or support staff

This proactive measure ensures that accessibility support is arranged in advance, preventing any disadvantage during the entrance exam or initial stages of admission.

Registration and Transfer to DSS for Ongoing Support

Once students with disabilities are officially admitted, their information is automatically transferred to the Division of Student Development (DSD), under which the DSS Center manages follow-up support. These students are then registered under the care and supervision of the Disability Support Services Unit, which provides academic, psychological, and social assistance throughout their studies.
The DSS Center currently employs three professional specialists who are trained in special education, counseling, and disability support services. They coordinate with faculty advisors and relevant departments to ensure that students’ specific needs are addressed promptly and effectively.

Pre-Admission Data Collection and Tracking

In addition to the admissions survey, RMUTL conducts pre-admission screenings for students with disabilities. Applicants are required to submit a Personalized Service Request Form through the DSS Center. This form records individual information, such as the type of disability, educational background, and any required accommodations. These data are used to assess the compatibility between the student’s condition and the selected academic program, ensuring both safety and academic success.

Centralized Data and Academic Tracking

All admitted students who receive DSS services are entered into the university’s central student database. The system logs each student’s type of disability, services received, financial aid provided, and academic progress. The DSS Center uses this data to:

  • Monitor educational outcomes
  • Identify service gaps
  • Produce annual summaries for administrative review

This continuous monitoring enables RMUTL to adjust support mechanisms, improve accessibility infrastructure, and allocate staff based on real needs.

Monitoring of Educational Grants and Assistive Device Loans

Students requiring financial or equipment support may apply for assistance through official DSS forms, including:

  • Educational Grant Request Form (for support from the Ministry of Higher Education, Science, Research and Innovation – MHESI)
  • Assistive Device Loan Form (for academic tools such as screen readers, mobility aids, or recording devices)

These applications are carefully documented and linked to student profiles, providing the university with comprehensive data on financial support and accessibility resources distributed each academic year.

Academic Progress and Counseling

RMUTL conducts periodic follow-ups on academic performance and overall well-being. Faculty advisors and DSS officers track each student’s progress, offering tutoring, counseling, or modified assessments as needed. This ensures that all students—particularly those from vulnerable backgrounds—receive continuous academic and emotional support.

Data Utilization and Policy Integration

The collected data form the foundation for RMUTL’s inclusive education planning. Trends from admissions and support services are used to design future outreach programs, enhance campus facilities, and guide strategic planning for student welfare and diversity.

Transparency through SDG Reporting

RMUTL communicates its inclusive access policies through the RMUTL SDGs website and annual sustainability reports. Key case studies—such as “RMUTL Promotes Inclusive Education through Admissions Policy for Students with Disabilities” (2025) and “Annual Meeting for Students with Disabilities 2024”—demonstrate both qualitative and quantitative results of these inclusion measures.
