In 2024, Rajamangala University of Technology Lanna continued to implement its policy on guaranteeing equivalent rights for outsourced workers, ensuring fairness, equality, and compliance with labor protection standards. The university has a policy that ensures equal rights and benefits for external personnel hired to perform various activities within the institution, granting them the same fundamental labor rights as university staff.

The university enforces a transparent and accountable hiring process for external personnel, avoiding any conflicts of interest while ensuring data disclosure and auditability. This process complies with the Public Procurement and Supplies Administration Act B.E. 2560 (2017), the Ministry of Finance’s regulations on procurement and supply management, and other relevant ministerial guidelines.

Before the commencement of any work, the university publicly announces calls for bids related to outsourced services. Each bidding process includes budget estimates and detailed Terms of Reference (TOR) specifying the scope of work, responsibilities, and expected standards. A formal contract must be signed between the university and the contractor to ensure legal and ethical compliance.

Moreover, all contractors are required to strictly follow Thailand’s labor protection laws, ensuring that their workers receive no less than the legal minimum wage. They must also make contributions to the Social Security Fund, ensuring that outsourced workers have access to the same welfare protections as university employees.

To maintain fairness and effective collaboration, RMUTL conducts regular monthly and special meetings with contractors to monitor compliance, discuss challenges, and continuously improve working conditions. This practice reinforces the university’s commitment to equality, fair employment, and sustainable partnerships with all third-party service providers.
