Recognition of Labor Rights and Collective Representation at RMUTL (2024)

In 2024, Rajamangala University of Technology Lanna (RMUTL) recognized and upheld labor rights for all personnel—including women and international staff—ensuring freedom of association and the right to collective bargaining. These rights are supported by RMUTL’s merit-based human resource management system, as outlined in the Regulations on Human Resource Management for Higher Education Personnel (2010), particularly Article 7, Chapter 1, which stipulates:

“Providing university personnel the freedom to organize as stipulated in the constitution, while ensuring that it does not disrupt the efficiency of government operations and the continuity of work.”

The university implements these rights in practice through the Faculty and Staff Council, functioning as a representative body for academic and administrative personnel across all six campuses (Chiang Mai, Chiang Rai, Lampang, Nan, Tak, and Phitsanulok). Representatives are democratically elected to serve as the collective voice of employees, ensuring transparency, fairness, and active participation in governance.

Throughout 2024, the Council engaged in public consultations, inter-university collaborations, regular meetings, and policy recommendations, including the drafting of the 2025 welfare regulation. These initiatives strengthened employee participation, promoted a non-discriminatory working environment, and ensured that all personnel—regardless of gender or employment type—are heard, respected, and supported.

By combining policy, regulatory framework, and practical implementation, RMUTL demonstrates a strong institutional commitment to fair labor practices, equality, and the protection of fundamental labor rights, fully aligning with SDG 8.2.9.
