Regulations of Rajamangala University of Technology Lanna on Flexible Education Management and the Credit Bank System Supporting the Lifelong Learning Access Policy

In order to align the teaching and learning management of Rajamangala University of Technology Lanna with the university’s regulations on flexible education and the credit bank system, B.E. 2565 (2022), and to ensure consistency with the National Education Act, B.E. 2542 (1999), Section 8, which emphasizes lifelong learning for the public, and Section 15, which specifies three forms of education—formal, non-formal, and informal—allowing learners to accumulate learning outcomes across different modes of learning.

In accordance with the announcement of the Higher Education Standards Committee on Guidelines for the Implementation of the Credit Bank System at the Higher Education Level, B.E. 2565 (2022), Rajamangala University of Technology Lanna has established guidelines for implementing the credit bank system project. This initiative aims to enhance competencies and capabilities, connect formal, non-formal, and informal education, and promote lifelong learning opportunities for all.

As part of its Lifelong Learning Access Policy, the university ensures that access to flexible education and credit bank activities is open and inclusive to all individuals, regardless of ethnicity, religion, disability, immigration status, or gender.

To promote lifelong learning, Rajamangala University of Technology Lanna has issued three announcements related to flexible education management, enacted in B.E. 2566 (2023):

  1. Announcement on the Implementation of the Credit Bank Project, B.E. 2566 (2023)
  2. Announcement on the Administration of Flexible Curriculum Management, B.E. 2566 (2023)
  3. Announcement on the Receipt and Disbursement of Funds for Flexible Education Management, B.E. 2566 (2023)

These announcements aim to enhance educational flexibility and support the integration of formal, non-formal, and informal learning pathways in accordance with the university’s Lifelong Learning Access Policy.

In B.E. 2568 (2025), the university subsequently reviewed its regulations and issued an additional announcement regarding tuition fees for flexible programs to ensure equitable access and sustainable implementation of lifelong learning initiatives:
