Rajamangala University of Technology Lanna (RMUTL) recognizes the rights of all employees—including women and international staff—to participate in associations and collective representation. The university ensures freedom of association through the establishment of the Faculty and Staff Council, which functions similarly to a labor union. Representatives from academic and administrative personnel are elected democratically by all university members from six campuses (Chiang Mai, Chiang Rai, Lampang, Nan, Tak, and Phitsanulok). These representatives serve as the collective voice of employees across the university.

Activities and Achievements in 2025

1. Employee Consultation and Welfare Policy Development

In 2025, the Faculty and Staff Council actively supported the development of the university’s employee welfare policy through a participatory consultation process. The Council reviewed the draft Announcement of Rajamangala University of Technology Lanna on Criteria and Procedures for Welfare Payments to Promote the Quality of Life of Employees in Higher Education Institutions, B.E. 2568 (2025) and conducted consultations and an online survey to gather opinions and suggestions from personnel across the university’s six campuses.

The feedback received was compiled and presented at the Council’s meeting for consideration and further recommendations. Subsequently, the proposed welfare policy was submitted to the university administration and presented to the University’s Executive Board (CEO) for consideration as part of the policy development process.

This initiative reflects RMUTL’s commitment to employee participation in developing welfare policies, promoting collective representation, and ensuring that personnel have opportunities to express their views on matters affecting their quality of life and employment conditions.

2. Regular Council Meetings and Employee Engagement Across Campuses

Throughout 2025, the RMUTL Faculty and Staff Council held eight meetings to discuss issues concerning university personnel, exchange views, and develop recommendations on matters related to employee welfare and working conditions. In addition to regular meetings, the Council conducted on-site meetings and outreach activities at regional campuses to strengthen communication and encourage participation among university personnel.

Key activities included:

  • February 24–26, 2025: The Council conducted on-site visits and meetings at RMUTL Chiang Rai and Nan campuses, providing opportunities to meet with university administrators, faculty members, and staff to exchange views and gather feedback on issues concerning employees and university operations.
  • November 21, 2025: The Council President and committee members conducted an on-site meeting at RMUTL Nan to discuss issues and recommendations with university administrators, faculty members, and staff. The visit also included an online financial literacy session on investment and retirement planning to support employees’ long-term financial well-being.

These activities strengthened the role of the Faculty and Staff Council as a representative body for university personnel, providing continuous channels for communication, collective representation, and employee participation in institutional discussions and decision-making across RMUTL’s campuses.

Impact and Significance

Through employee consultations, welfare policy development, and on-site engagement across its campuses, RMUTL’s Faculty and Staff Council continued to serve as an institutional platform for collective employee representation and participatory governance. These initiatives promote freedom of association, encourage employees to voice their opinions on matters affecting their working conditions and welfare, and strengthen transparency and communication between employees and university management.

The Council’s continued engagement demonstrates RMUTL’s commitment to fair employment practices, inclusive decision-making, and improving the quality of life of its personnel.
